Our proposal: Let voters have the choice to vote Against a candidate or party and have such vote counted as minus one.  Each voter still has only one vote.

 

Definitions: Each Against vote is called a #NegativeVote or #DisapprovalVote; a ballot that includes this option is called a #BalancedBallot.
